Job Purpose
The Education Specialist will contribute to the development, planning, management, and delivery of UNICEF's education programmes in Georgia. This role involves supporting the preparation of situation analyses, aligning programme strategies with UNICEF's global and national priorities, and ensuring the effective implementation of results-based plans. The specialist will collaborate with government counterparts, UN agencies, and internal UNICEF teams to achieve concrete and sustainable results for children's education, focusing on equity and addressing the needs of the most disadvantaged. Key responsibilities include providing technical and operational support throughout the programming cycle, monitoring programme progress through field visits and evaluations, identifying lessons learned, and ensuring the optimal use of resources. The role is crucial in advocating for children's right to education and contributing to sustained growth and stability in the country by investing in the education of its most vulnerable citizens.
Responsibilities
Support the preparation, design, and updating of situation analyses for education programmes, ensuring comprehensive data for strategic policy, advocacy, and intervention efforts. Assist the supervisor in setting priorities, strategies, and implementation plans, staying abreast of development trends to enhance programme management and delivery. Participate in strategic discussions for education programme planning, formulating and preparing programme proposals aligned with UNICEF's Strategic Plans, Country Programme, and the UN Sustainable Development Cooperation Framework (UNSDCF), national priorities, and competencies. Establish specific goals, objectives, strategies, and implementation plans using results-based management (RBM) methodology, preparing necessary documentation for programme review and approval. Collaborate closely with internal colleagues and external partners to discuss strategies, methodologies, and determine national priorities for achieving concrete and sustainable results. Provide technical and operational support throughout all stages of programming, ensuring integration, coherence, and harmonization with other UNICEF sectors and achievement of planned results. Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators, and UNICEF/UN system indicators to assess and strengthen performance accountability, coherence, and delivery of results. Participate in monitoring and evaluation exercises, programme reviews, and annual reviews with government and other counterparts to assess progress and determine necessary actions. Prepare and assess monitoring and evaluation reports to identify gaps, strengths, and weaknesses in programme management. Identify lessons learned and apply knowledge gained for development planning and timely intervention. Actively monitor programmes and projects through field visits and surveys, exchanging information with stakeholders to assess progress, identify bottlenecks, and take timely decisions or refer issues for resolution. Monitor and verify the optimal and appropriate use of sectoral programme resources.
Work Experience
At least two years of professional experience in programme planning, management, monitoring, and evaluation in the field of education. Experience working with international organizations or NGOs is an asset.
