Job Purpose
This role aims to strengthen UNICEF's capacity to address the critical issue of child and adolescent mental health and psychosocial support (MHPSS) in the Pacific region. The Programme Specialist will lead and coordinate MHPSS initiatives, working collaboratively with governments, NGOs, CSOs, and FBOs to prevent abuse, reduce risks, and close service gaps. The position is crucial for developing and implementing evidence-based strategies, conducting research, and building the capacity of local partners to provide essential mental health services. The goal is to improve the well-being of children and adolescents in the face of significant societal changes, climate impacts, and high rates of mental health challenges, including suicidality and the effects of child sexual abuse.
Responsibilities
Lead the development, implementation, and monitoring of UNICEF's MHPSS programmes in the Pacific region, ensuring alignment with global and regional strategies. Coordinate with national governments, local partners, and other stakeholders to integrate MHPSS into child protection, health, and education systems. Conduct needs assessments and research to identify gaps and inform programme design, with a focus on participatory approaches. Build the capacity of local service providers, including government staff and community-based organizations, in delivering MHPSS interventions. Advocate for increased investment and policy changes to support child and adolescent mental health. Monitor and evaluate programme effectiveness, ensuring accountability and learning. Manage programme budgets and resources efficiently. Contribute to fundraising efforts by developing proposals and engaging with donors. Foster partnerships and collaborations to leverage resources and expertise. Ensure that MHPSS interventions are culturally sensitive and responsive to the specific needs of diverse communities in the Pacific Islands. Support the development of communication materials to raise awareness about child and adolescent mental health.
Work Experience
A minimum of five years of professional experience in programme management, with at least two years in child protection, mental health, or psychosocial support. Experience working in developing countries, particularly in the Pacific region, is highly desirable. Experience in research, capacity building, and partnership development is essential.
