Job Purpose

The Deputy Representative, Operations (P-4) serves as a Strategic Business Partner and Deputy to the Head of Office, leading for results and driving change within a large UNICEF country office. This role involves providing risk-informed, solution-focused analysis, advice, and services to support programme and management decisions. The incumbent is responsible for ensuring the best use of UNICEF assets in alignment with sound management practices, office priorities, and goals to deliver results for children. They will also monitor operations and programmes, offering advice on best and innovative management practices to enhance office performance and contribute to the overall mission of promoting children's rights and equitable development.

Responsibilities

As a Strategic Business Partner and Deputy for the Head of Office, the incumbent will lead for results, drive change, and provide risk-informed, solution-focused analysis, advice, and services. They will contribute to programme and management decisions for delivering results for children in all operational contexts. Key responsibilities include: Valuing People by leading, managing, and developing people resources to promote technical competence and foster career progression and retention of a "fit for purpose"/ agile workforce within the Operations Function. Valuing Money by championing strategic resources to achieve organizational goals and ensure Value for Money (VfM). Valuing Risk Management by enhancing risk management to increase organizational performance and strengthen internal control. Valuing Systems and Structures by ensuring further operational centralization and optimization for maximized efficiency gains. Valuing Partners by strengthening internal and external-facing partnerships and leveraging UNICEF’s oversight and understanding of financial management across all areas of the office.

Work Experience

A minimum of 8 years of professional experience at the national and international level is required, specifically in implementing strategic organizational initiatives in operations management areas such as budget, financial management and reporting, facilities management, administration, supply and logistics, ICT, and human resources. Experience in Results Based Management is also required.
