National Consultant (PSEA) for SEA Risk Assessment (Sub-national level) , Yangon, Myanmar (Open to Myanmar Nationals Only)

Job Purpose

The primary purpose of this consultancy is to conduct a sub-national level assessment of Sexual Exploitation and Abuse (SEA) risks within humanitarian and development responses in Myanmar. The consultant will utilize UNICEF and OCHA's SEA Risk Overview (SEARO) Subnational Adaptation Methodology, employing both quantitative and qualitative approaches to identify, analyze, and map factors contributing to SEA risks. The goal is to provide actionable findings and recommendations to enhance program safety, inform capacity development initiatives, and strengthen prevention and response mechanisms against SEA.

Responsibilities

The consultant will undertake a comprehensive desk review and literature analysis to inform the assessment plan. This includes developing questionnaires and a primary data collection plan, followed by conducting primary data collection through surveys, Focus Group Discussions (FGDs), and Key Informant Interviews (KIIs) in identified sub-national areas. The consultant will then analyze the collected data, consult with stakeholders, and present preliminary findings. A validation workshop will be organized to review these findings, leading to the drafting of a final report. This report will incorporate feedback and present the validated findings, including a SEA Risk Mitigation and Prioritization Plan. Finally, the consultant will present the results and mitigation plan to the PSEA network and UNICEF, ensuring effective dissemination of the assessment outcomes.

Work Experience

A minimum of five years of professional experience in developmental fields is essential, with a specific focus on child protection, Prevention of Sexual Exploitation and Abuse (PSEA), safeguarding, research, data analysis, and report writing. Experience with computer use and Microsoft Office Suite (Word, Excel, PowerPoint) is also required.
