Job Purpose

Under the overall authority of the Executive Director and oversight of the Deputy Executive Director-Management, the Comptroller will direct and manage UNICEF's global financial, budget, accounting, and administrative management operations. This role is crucial for senior management decision-making, ensuring UNICEF effectively upholds its mandate to protect the rights of every child worldwide. The Comptroller is integral to ensuring UNICEF's effectiveness and efficiency in a rapidly changing world, providing clear vision, authoritative advice, and dedication to financial performance. This position will set new financial and operational standards, transforming UNICEF's performance and impact through an agile operating model, and will be vital in ensuring organizational resilience and adaptability to complex operating contexts.

Responsibilities

The Comptroller will monitor UNICEF’s financial performance to ensure the achievement of global organizational objectives. This includes developing, implementing, and ensuring adherence to global financial, accounting, budgetary, and administrative policies and procedures. Key responsibilities involve establishing internal control mechanisms, performance standards, and measurements to safeguard assets, ensure efficient resource utilization, and maintain compliance with UN/UNICEF Financial Regulations and Rules. The role includes formulating and implementing strategic risk management approaches, shifting the organizational culture towards proactive corporate risk management. The Comptroller will formulate the organization's financial plans, participate in strategic planning and integrated budget formulation, and propose and monitor liquidity policy to minimize risk and maximize resource utilization. Additionally, the Comptroller will direct and supervise the Division of Financial and Administrative Management (DFAM), provide financial guidance to senior management, oversee the Global Strategic Operations function, and manage financial operations related to the organization's assets, liabilities, revenue, and expenses, including bank account management.

Work Experience

A minimum of 15 years of progressively responsible experience in financial management, accounting, budgeting, and administration, with at least 10 years at a senior management level. Experience in a large international organization, preferably within the UN system, is essential.
