Job Purpose
The consultant will be responsible for developing an Environmental Health Policy and an Environmental Health Strategic Plan (2027-2031) for Lesotho. This involves applying a participatory and capacity-building approach, ensuring active engagement of national and sub-national stakeholders, and promoting ownership of the developed documents. The process aims to facilitate knowledge transfer to government counterparts and strengthen institutional capacity for policy implementation and monitoring. The consultant will ensure strong multi-sectoral coordination, aligning proposed interventions with other relevant sectors such as health, water, environment, agriculture, education, and local government. The policy and strategic plan must be harmonized with existing national policies, strategies, and regulatory frameworks to avoid duplication and enhance overall system coherence. Practical and innovative approaches are encouraged, provided they are feasible within the country context and align with the assignment's objectives.
Responsibilities
The consultant will undertake several key activities and deliverable phases. Phase 1 involves Inception and Planning. Phase 2 focuses on Desk Review and Situational Analysis. Phase 3 requires Stakeholder Engagement and Consultations. Phase 4 is dedicated to Policy Review and Development. Phase 5 involves the Development of a Costed Strategic Plan. Phase 6 will establish a Monitoring, Evaluation, and Financing Framework. Finally, Phase 7 will cover Validation and Finalization of the policy and strategic plan. Throughout these phases, the consultant must ensure a participatory and capacity-building approach, fostering knowledge transfer and strengthening institutional capabilities. Multi-sectoral coordination and alignment with existing national frameworks are critical. The consultant is expected to propose feasible and innovative solutions tailored to the Lesotho context, ensuring the final documents are practical, comprehensive, and sustainable.
Work Experience
A minimum of 5 years of relevant professional experience in developing health policies and strategic plans, preferably in environmental health. Experience working with governments and international organizations is desirable.
