Job Purpose

The consultant will provide international support in drafting normative texts that will govern digital education within the national education system in Benin. This role involves a comprehensive methodological approach, including framing, documentary review, legal, pedagogical, and technological analysis, stakeholder consultations, text drafting, and review/validation phases. The consultant will ensure progressive adjustments based on stakeholder feedback and coordinate effectively with institutional actors, including the Benin Agency for Distance Learning. The primary objective is to develop robust normative frameworks that support and enhance digital education, ensuring alignment with national educational policies and UNICEF's commitment to children's rights and potential.

Responsibilities

The consultant will lead the drafting of normative texts for digital education in Benin's national education system. This includes conducting a thorough review of existing documentation and legal frameworks related to digital education. The consultant will perform in-depth analysis of legal, pedagogical, and technological aspects, engaging in consultations with various stakeholders to gather input and ensure buy-in. A key responsibility is the actual drafting of the normative texts, ensuring clarity, coherence, and compliance with national and international standards. The consultant will also manage the review and validation process of these drafted texts, incorporating feedback for refinement. Effective coordination with institutional partners, including the CNE, relevant ministries, and the Benin Agency for Distance Learning, is crucial. The consultant will ensure that the developed texts address issues of educational data, platform governance, and quality assurance for distance/hybrid learning, contributing to the overall enhancement of digital education delivery and accessibility for children in Benin.

Work Experience

Minimum of 10 years of relevant experience in drafting normative texts, with at least 5 years specifically in drafting normative texts related to digital technology and the education sector.
