Job Purpose
The Social Policy Specialist will provide technical support for the implementation, monitoring, and evaluation of social policy programs and advocacy efforts. This role involves strategic planning and formulation to achieve concrete results, focusing on improving public policies for child poverty reduction, enhancing social protection coverage and impact, ensuring transparency and efficiency in child-focused public investments, and strengthening governance and accountability for social services. The position requires collaboration with government and civil society partners, as well as supporting teams working on education, child protection, and adolescent development.
Responsibilities
The incumbent will provide technical support for the implementation, monitoring, and evaluation of social policy programs and related advocacy. This includes programs aimed at improving public policies to reduce child poverty, enhancing social protection coverage and impact on children, ensuring the transparency, adequacy, equity, and efficiency of child-focused public investments and financial management, and strengthening governance, decentralization, and accountability measures to increase public participation and the quality, equity, and coverage of social services. The role involves direct program work with government and civil society partners, and supporting teams focused on education, child protection, early childhood development, and adolescent development and participation. Key responsibilities include analyzing public financial management architecture, budget processes, and fiscal systems in Türkiye; conducting budget analysis of allocation and execution data, assessing equity and efficiency of public spending, and performing fiscal space analysis for social sectors. The specialist will also engage with key government institutions, support inclusive budgeting approaches for refugees, and contribute to donor-funded programs.
Work Experience
Demonstrated knowledge of Türkiye’s public financial management architecture, including central government budget processes, MTP, MTEF, and annual budget cycles. Proven ability in budget analysis, assessing equity and efficiency of public spending, and familiarity with public expenditure analysis tools. Experience engaging with key government institutions is required.
