Job Purpose
The Social Policy, Planning, Monitoring & Evaluation Specialist (P-3) will play a crucial role in advancing UNICEF's agenda in Senegal, a country facing significant macroeconomic and fiscal constraints impacting social sector investments and children's outcomes. The position contributes to strengthening evidence generation, national planning and monitoring systems, public finance for children, and social protection initiatives. The specialist will promote accountability to ensure that limited resources are effectively allocated to meet the needs of the most vulnerable children, aligning with the Convention on the Rights of the Child and the Sustainable Development Goals. This role is essential for accelerating the realization of children's rights amidst challenges of child poverty, persistent inequalities, and increasing exposure to shocks.
Responsibilities
The Social Policy, Planning, Monitoring & Evaluation Specialist (P-3) will be responsible for providing technical support and leadership within the Social Policy, Planning, and Monitoring Section. This includes contributing to the development and implementation of UNICEF's social policy strategies, focusing on evidence-based advocacy, public finance for children, and strengthening national systems for social protection. The role involves generating and analyzing data to inform policy decisions, monitor progress towards the SDGs, and assess the impact of interventions on children, particularly those in vulnerable situations. The specialist will collaborate with government counterparts, civil society organizations, and other partners to enhance national capacities in social policy planning, monitoring, and evaluation. Key responsibilities include supporting the design and implementation of social protection programs, advocating for increased and more equitable public financing for children, and ensuring that UNICEF's programmatic work is aligned with national development priorities and international commitments. The position also entails managing section activities, supervising staff, and contributing to resource mobilization efforts, ensuring efficient and effective use of resources to achieve equitable and resilient outcomes for children.
Work Experience
At least five years of professional experience in social policy, social protection, monitoring and evaluation, or a related field, with a focus on children's rights and development. Experience in a developing country context is desirable.
