Job Purpose
The Education Specialist will support the development, implementation, and management of UNICEF's education programs in Madagascar. This role involves providing technical guidance and management support throughout the programming cycle to improve learning outcomes and ensure equitable, inclusive education for marginalized children. The Specialist will contribute to achieving results aligned with UNICEF's Strategic Plans and national priorities, utilizing results-based management approaches. Key responsibilities include conducting situation analyses, formulating program proposals, establishing monitoring benchmarks, and collaborating with internal and external partners to ensure the effective delivery of sustainable education initiatives that uphold children's rights.
Responsibilities
Support the development and planning of education programs by conducting situation analyses to inform strategic policy and intervention efforts. Assist in setting priorities, strategies, and implementation plans, staying updated on development trends to enhance program management. Participate in strategic discussions and formulate program proposals aligned with UNICEF's Strategic Plans, Country Programme, UNDAF, regional strategies, and national priorities. Define specific goals, objectives, and strategies using results-based planning and prepare necessary documentation for program review. Collaborate with colleagues and partners to determine national priorities and ensure the achievement of concrete, sustainable results. Provide technical and operational support throughout programming to ensure integration and coherence with other UNICEF sectors. Manage, monitor, and deliver results by establishing monitoring benchmarks, performance indicators, and assessing performance accountability for education programs.
Work Experience
At least two years of professional experience in education program management, planning, and implementation, preferably in a developing country context. Experience with results-based management and working with marginalized or disadvantaged children is desirable.
