Job Purpose
The Pacific Technical Expert for Strategy and Coordination of ECD and Inclusive Education will ensure the continuity of UNICEF’s PRC4ECD secretariat functions through mid-2027. This role is crucial during the transition to new co-chairs from the Governments of the Marshall Islands, Cook Islands, and Solomon Islands. The expert will support strengthened coordination with the Pacific Islands Forum Secretariat and ensure the ongoing progress of regional initiatives in Early Childhood Development (ECD) and inclusive education. The position will leverage the strong political commitment and coordinated, whole-of-society approach to nurturing young children demonstrated by Pacific Island leaders.
Responsibilities
Provide strategic and technical support to the Pacific Regional Council for Early Childhood Development (PRC4ECD) secretariat functions. Facilitate the transition to new co-chairs from the Governments of the Marshall Islands, Cook Islands, and Solomon Islands. Strengthen coordination mechanisms between PRC4ECD, UNICEF, and the Pacific Islands Forum Secretariat. Support the implementation of regional initiatives aimed at advancing Early Childhood Development (ECD) and inclusive education across Pacific Island Countries. Mobilize capacity-building, technical assistance, and south-south cooperation for ECD and inclusive education. Assist in leveraging financing opportunities, including emerging climate-related ones, for ECD and inclusive education programs. Ensure continuity and progress in scaling investments, implementing multi-sectoral national ECD policies, and strengthening systems and services in early learning, health, nutrition, WASH, child protection, social protection, and parenting support. Prepare for and support the convening of the next Pacific ECD Forum in the Cook Islands in 2027. Contribute to the global recognition of the PRC4ECD as a pioneering model for coordinated, multi-sectoral ECD action.
Work Experience
A minimum of five years of professional experience in programme management, coordination, and technical advisory roles, preferably in the field of Early Childhood Development (ECD) and/or inclusive education. Experience working in the Pacific region is highly desirable. Experience with intergovernmental organizations and multi-stakeholder coordination is essential.
