Job Purpose
The Operations Specialist will provide crucial technical and operational support to the Polio Section, ensuring the effective, efficient, and accountable delivery of its programme objectives. This role is integral to managing the financial, human resources, administrative, and supply chain functions, ensuring strict adherence to UNICEF's policies and procedures. By overseeing these critical operational areas, the Specialist will directly contribute to achieving tangible results for children in Afghanistan, particularly in the context of polio eradication and broader immunization efforts. The position requires close collaboration with various sections within the Afghanistan Country Office, including Operations, Supply & Logistics, and People & Culture, to foster integrated and impactful programming.
Responsibilities
Provide comprehensive operational support to the Polio Section, ensuring efficient management of financial resources, including budget monitoring, financial reporting, and compliance with financial regulations. Oversee human resource functions related to the section, including recruitment support, onboarding, and performance management, ensuring adherence to HR policies. Manage administrative processes, including procurement of goods and services, travel arrangements, and office management, to facilitate smooth programme implementation. Support the Supply and Logistics Section in the procurement, storage, and distribution of essential supplies, vaccines, and equipment for polio eradication and immunization activities. Ensure compliance with all UNICEF rules, regulations, and procedures across all operational areas, identifying and mitigating risks. Contribute to the development and implementation of operational strategies and work plans aligned with the Polio Section's goals. Prepare regular operational reports for management and stakeholders, highlighting achievements, challenges, and recommendations. Facilitate coordination and collaboration with internal sections and external partners to enhance operational efficiency and programme delivery. Support the Chief of Immunization in strategic planning and decision-making related to operational aspects of the polio programme. Maintain accurate records and documentation for all operational activities, ensuring audit readiness.
Work Experience
A minimum of 5 years of relevant professional experience in Operations, Facilities Management, Administration, Supply Management/Contracting/Logistics, Information Communication Technology, Human Resources, Operations Management, Financial Management, Procurement, Risk Management, Compliance, Donor reporting, or Partnership Management is required.
