Job Purpose
This consultancy aims to conduct a scoped assessment of Zambia's progress towards achieving its Vision 2030 development goals. Vision 2030, Zambia's long-term development plan, seeks to transform the nation into a prosperous middle-income country by 2030, emphasizing socio-economic justice, gender-responsive development, human rights, and robust public-private partnerships. The assessment will analyze the country's trajectory against the outlined scenarios and objectives, including economic growth, poverty reduction, access to water and sanitation, education, and healthcare. The findings will inform future strategies and interventions to accelerate progress and ensure the attainment of the Vision's ambitious targets, contributing to improved well-being for all Zambian citizens.
Responsibilities
The consultant will be responsible for designing and executing a comprehensive assessment methodology to evaluate Zambia's progress towards Vision 2030. This includes defining key indicators, data collection strategies, and analytical frameworks. The consultant will conduct in-depth quantitative and qualitative analysis, utilizing national datasets and existing indicator frameworks to assess performance against the baseline, preferred, and optimistic scenarios. A significant part of the role involves extensive stakeholder consultations across various sectors and levels to gather diverse perspectives and validate findings. The consultant will also be responsible for facilitating validation workshops to ensure consensus and buy-in on the assessment results. A critical deliverable will be the production of high-quality, comprehensive reports detailing the assessment findings, conclusions, and actionable recommendations for policy and programmatic interventions. The consultant will also be expected to provide insights into Zambia's national development planning framework and the specific context of Vision 2030, leveraging any relevant experience in sub-Saharan Africa, particularly Zambia.
Work Experience
A minimum of 10 years of demonstrated experience in conducting national development evaluations, assessments, or similar analytical assignments, preferably within sub-Saharan Africa. Experience specific to the Zambian context will be considered an advantage.
