Job Purpose
The roving consultant will support six Primary Health Care Development Agencies (PHCDAs) under the GAVI HSS3 grant to strengthen their financial management systems. This role involves working closely with the IPM specialist, the financial management team, and the health programme team. The consultant will conduct comprehensive reviews of existing financial systems, processes, controls, budgeting, and compliance. They will also create or adapt financial management tools and templates, enhance internal control frameworks to mitigate risks, and design and deliver training programs for accounts staff. The objective is to improve grant financial management and reporting, assist PHCDAs in accurate budgeting and fund utilization tracking, and ensure preparedness for audits.
Responsibilities
Conduct a comprehensive review of existing financial systems, processes, controls, budgeting, and compliance across six Primary Health Care Development Agencies (PHCDAs).
Create or adapt financial management tools and templates aligned with national regulations and donor requirements.
Enhance internal control frameworks to reduce risks such as fraud, misallocation, and poor documentation.
Design and deliver training and mentorship programs to improve accounts staff skills in grant financial management and reporting.
Assist the PHCDAs in accurate budgeting, fund utilization tracking, and budget variance analysis aligned with workplans.
Ensure preparedness for internal and external audits by reviewing documentation, addressing queries, and ensuring compliance.
Provide continuous support through spot checks, performance monitoring, and documentation of lessons learned to sustain improvements.
Collaborate with the IPM specialist, financial management team, and health programme team to ensure effective implementation of financial management strengthening activities.
Report on progress, challenges, and recommendations to UNICEF and relevant stakeholders.
Work Experience
A minimum of 7-10 years of progressive experience in financial management, accounting, and financial controls is required. Demonstrated experience supporting donor-funded health programs (preferably GAVI, Global Fund, World Bank, or similar) is essential. Experience working with government institutions and sub-national entities, such as State Primary Health Care Development Agencies (SPHCDAs), is an advantage.
