Job Purpose
UNICEF Chile seeks to establish a Long-Term Agreement (LTA) with consultants specializing in Public Finance for Children (PF4C). The aim is to build technical capacity for studies, analyses, methodologies, and specialized products related to the PF4C agenda. This LTA will provide an agile mechanism to access specialized technical assistance for designing, financing, implementing, and monitoring public policies and investments that ensure the rights and well-being of children and adolescents, using the PF4C approach. UNICEF Chile aims to have a roster of pre-evaluated consultants with proven technical skills to support PF4C analysis processes.
Responsibilities
Under the supervision of UNICEF Chile and in coordination with public bodies, academic institutions, civil society organizations, and other relevant partners, the consultant will provide specialized technical assistance in one or more of the following areas, as per specific contract requirements: - Monitoring and generating evidence on public investment in children and adolescents. - Child-sensitive budgeting, budget tagging, and management for results. - Financing and strengthening social protection systems for children and adolescents. - Analysis of efficiency, effectiveness, and equity of public spending. - Institutional strengthening and capacity building. - Strategic support, advocacy, and knowledge management. Specific deliverables will be defined in each contract, based on UNICEF Chile's needs, the technical scope of the assignment, agreed timelines, and budgetary availability. The consultant may be required to support studies, analyses, methodologies, and specialized products linked to the PF4C agenda.
Work Experience
Minimum of 7 years of professional experience in one or more of the following areas: public finance, public budgeting, social protection, public policy evaluation, applied economics, fiscal analysis, or social development. Proven experience in the design, implementation, monitoring, or evaluation of policies is required.
