Job Purpose
The purpose of this consultancy is to conduct an assessment of the 2nd Phase of the Programme for Advancing the Rights of Persons with Disabilities, particularly Women and Children with disabilities, in Banjul, Gambia. The assessment will adopt a forward-looking and learning-oriented approach, focusing on key analytical dimensions such as relevance and strategic alignment with national priorities, disability frameworks, and international commitments. It will also examine programme implementation progress, coordination, and emerging results, alongside institutional strengthening, stakeholder engagement, and sustainability considerations. Furthermore, the assessment will evaluate the integration of human rights and disability inclusion dimensions, and identify lessons learned, good practices, implementation challenges, and areas for strengthening. The consultant will be expected to produce a comprehensive report with actionable recommendations.
Responsibilities
The consultant will be responsible for planning and executing the assessment of the Programme for Advancing the Rights of Persons with Disabilities, particularly Women and Children with disabilities, in its second phase. This includes developing a detailed assessment methodology, outlining key analytical dimensions such as relevance, strategic alignment with national priorities, disability frameworks, and international commitments. The consultant will assess programme implementation progress, coordination mechanisms, and emerging results, while also evaluating institutional strengthening, stakeholder engagement, and sustainability. A critical part of the role involves examining the integration of human rights and disability inclusion dimensions throughout the programme. The consultant must identify lessons learned, good practices, implementation challenges, and areas requiring strengthening. This will involve utilizing both quantitative and qualitative research methods, incorporating equity, human rights, and gender-based approaches. The consultant will facilitate participatory processes to gather diverse perspectives and will be expected to present clear, actionable recommendations based on synthesized complex information. The final output will be a comprehensive assessment report.
Work Experience
More than 7 years of experience in programme assessments and evaluations, with a proven track record in evaluations focused on persons and children with disabilities. Prior experience in leading evaluability assessments is highly desirable.
