Job Purpose
The UNICEF Evaluation Office is undertaking an evaluation of child protection systems strengthening for the prevention of and response to violence against children and women, a key area for the organization. This evaluation aims to provide independent evidence on the results of UNICEF's approach, focusing on outcome-level changes during the 2022-2025 Strategic Plan period and informing the 2026-2029 period. It will assess the relevance, coherence, and effectiveness of UNICEF's strategies and country programs, identifying factors associated with progress and generating actionable lessons for organizational learning and accountability. The Case-based Causal Methods Junior Evaluator will play a crucial role in the Qualitative Comparative Analysis (QCA) component, contributing to the generation of cross-nationally comparable evidence on the outcomes of UNICEF's child protection strategies.
Responsibilities
Under the supervision of the Evaluation Team Leader and with technical guidance from the Case-based Causal Methods Lead consultant, the incumbent will contribute to Workstream 2 of the evaluation of child protection systems strengthening. This involves supporting the implementation and application of the QCA case-based causal approach to generate cross-nationally comparable evidence. Key responsibilities include contributing to the preparation of the QCA model specification, designing the data protocol, performing QCA running (superset/subset analysis, Boolean minimization, prime implicants), providing training and guidance to other evaluation team members, and preparing presentations of findings. The consultant will also contribute quality inputs to drafting products, revising drafts, and finalizing deliverables as outlined in the evaluation Terms of Reference. This role is essential for producing robust evidence on the effectiveness of UNICEF's child protection strategies in preventing and responding to violence against children and women.
Work Experience
Minimum 2 years of demonstrated experience applying case-based causal methods, including QCA, in international development or complex research/evaluation designs. Experience working with the UN system or international organizations, and proficiency in data management and analysis using tools like R, Python, or Stata are also required.
