Job Purpose
The purpose of this consultancy is to develop the National Multi-Sectoral Adolescent Health and Well-being Programme (NM-AHWP) for the period 2026/27-2030/31. This involves a comprehensive process from inception and planning through national stakeholder consultations, programme development, technical review, and a validation workshop. The consultant will lead the creation of a strategic framework that addresses the complex health and well-being needs of adolescents, ensuring alignment with national priorities and UNICEF's mandate. The role requires a deep understanding of adolescent development, strategic planning, and multi-sectoral collaboration to produce a robust and actionable programme document that will guide interventions and investments for adolescent well-being in the coming years.
Responsibilities
The consultant will be responsible for leading the development of the National Multi-Sectoral Adolescent Health and Well-being Programme (NM-AHWP) 2026/27-2030/31. This includes undertaking Phase I: Inception and Planning, to establish the groundwork and methodology for the programme development. In Phase II, the consultant will manage the National Stakeholder Consultation Process, engaging with relevant government bodies, civil society organizations, adolescents, and other key stakeholders to gather input and ensure broad ownership. Phase III involves the core task of developing the NM-AHWP, translating consultations and research into a coherent strategic document. Phase IV requires conducting a thorough Technical Review of the draft programme to ensure its quality, feasibility, and alignment with evidence-based practices. Finally, in Phase V, the consultant will organize and facilitate a Validation Workshop to present the draft NM-AHWP to stakeholders for feedback and final approval. Throughout these phases, the consultant must demonstrate strong analytical, facilitation, and report writing skills, ensuring the final programme is comprehensive, results-based, and actionable.
Work Experience
At least 15 years of professional experience, including demonstrated experience in national policy and programme development, leading multi-sectoral consultations, and developing national strategies, programmes, or frameworks. Experience working with the Government of Tanzania and UN agencies is key.
