Job Purpose
UNICEF is supporting the humanitarian response to the recent earthquake in Venezuela, which has affected vulnerable populations and disrupted access to essential services, livelihoods, and social support systems. In line with its mandate to protect the rights and wellbeing of children and their families, UNICEF is working with government counterparts, United Nations agencies, civil society organizations, and other humanitarian partners to deliver timely and coordinated assistance. As part of the response, UNICEF is expanding the use of humanitarian cash assistance to help affected households meet their immediate needs, reduce negative coping strategies, and support early recovery. To strengthen the design, implementation, monitoring, and coordination of cash assistance activities, UNICEF seeks to recruit a Programme Specialist who will provide technical leadership and operational support to ensure that cash programming is delivered in line with UNICEF standards, humanitarian principles, and inter-agency commitments.
Responsibilities
1. Cash Assistance programme development and risk management: Lead the design, development, and implementation of cash assistance programmes, ensuring alignment with UNICEF standards, humanitarian principles, and inter-agency commitments. Conduct risk assessments and develop mitigation strategies for cash transfer programmes.
2. Beneficiary Data Management and Monitoring and Evaluations: Oversee the management of beneficiary data, ensuring accuracy, confidentiality, and compliance with data protection policies. Develop and implement robust monitoring and evaluation frameworks to track programme progress, impact, and accountability to affected populations.
3. Optimum Use of Program Funds for cash transfer programme: Ensure the efficient and effective utilization of programme funds for cash transfer programmes, adhering to financial regulations and best practices. Monitor budget execution and provide financial oversight.
4. Partnership, Coordination and Collaboration for cash transfer programme: Foster and maintain strong partnerships with government counterparts, UN agencies, civil society organizations, and other humanitarian actors. Coordinate cash assistance activities to ensure complementarity and avoid duplication. Represent UNICEF in relevant coordination forums.
Work Experience
A minimum of five years of relevant professional work experience in designing, implementing, and managing social transfers or cash transfer programmes. Strong knowledge of social protection policy debates and evidence is required. Demonstrated knowledge in the use of cash in emergencies is required.
