Job Purpose
This consultancy focuses on the Lao PDR's Global Partnership for Education (GPE) Technology for Education (Tech4Ed) initiative, where UNICEF serves as the grant agent. The role involves co-designing and implementing the initiative with GPE and EdTechHub, in close coordination with the Ministry of Education and Sports (MoES) and other stakeholders. The objective is to strengthen the capacity of partner countries to leverage technology for improved education access and learning outcomes for children. This includes providing technical, policy, and cross-sectoral assistance to countries integrating or scaling technology within their education systems, addressing challenges in education quality, inclusion, and efficiency, such as low student learning outcomes, high drop-out rates, inequities, and insufficient financing.
Responsibilities
The consultant will contribute to the co-design and implementation of the GPE Tech4Ed initiative in Lao PDR, working closely with the MoES Digital Transformation Steering Committee and UNICEF. This involves supporting the development and execution of the work plan, which was created through extensive consultations with education sector working groups and multi-sectoral stakeholders. The consultant will utilize technical expertise, tools, and resources from UNICEF and EdTech Hub to enhance the capacity of the education sector in Lao PDR to effectively use technology. Key activities will include providing technical, policy, and cross-sectoral assistance for embedding and scaling technology in the education system. The role will also involve analyzing the current situation of technology in education in Lao PDR, identifying persistent challenges in education quality, inclusion, and efficiency, and proposing solutions. This includes addressing issues such as low student learning outcomes, increasing drop-out and out-of-school rates, persistent inequities in access, and insufficient financing for education, aligning with national and sector strategies for digital transformation.
Work Experience
At least 5 years of professional experience in relevant fields, including ICT in education, digital pedagogy, digital learning, or teaching/education. Experience in the education sector in Laos/Southeast Asia and in costing exercises related to digital transformation are strong assets.
