Job Purpose
The Digital Health Consultant will report to the ECARO Regional Health Adviser and collaborate closely with UNICEF’s Regional Office specialists, the DG SANTE Project Manager, and relevant UNICEF Procurement counterparts. This role is responsible for end-to-end technical advisory and oversight to ensure the effective procurement, design, development, and deployment of the Digital Toolkit platform. The consultant will provide guidance and supervision on the specification, procurement, and validation of the EU/EEA-compliant hosting environment. This includes ensuring alignment between infrastructure and application layers and confirming readiness for secure and compliant deployment of the platform, contributing to UNICEF's mission of supporting children's rights and potential.
Responsibilities
Provide end-to-end technical advisory and oversight for the procurement, design, development, and deployment of the Digital Toolkit platform. Advise on and oversee the specification, procurement, and validation of the EU/EEA-compliant hosting environment. Ensure alignment between infrastructure and application layers for secure and compliant deployment. Oversee the development and implementation of the Digital Toolkit platform, ensuring it meets technical specifications and user requirements. Collaborate with UNICEF’s Regional Office specialists (ECD, Nutrition, and Immunization) and the DG SANTE Project Manager to integrate the platform with existing systems and workflows. Work closely with UNICEF Procurement to ensure efficient and compliant procurement processes for all platform-related components. Validate the readiness of the hosting environment and the platform for secure and compliant deployment. Provide technical guidance on software development lifecycle (SDLC) best practices, including requirements engineering, system design, development, testing, deployment, and maintenance. Offer expertise in digital platform architecture, including web-based systems, CMS platforms (e.g., Drupal), and integration with hosting/cloud infrastructure. Ensure adherence to UNICEF or UN digital standards, including branding, accessibility, and security frameworks.
Work Experience
A minimum of 10 years of progressive professional experience in digital product development, IT project management, or technical advisory roles, including managing complex, multi-stakeholder digital platforms. Additional experience in overseeing the design, development, and deployment of web-based platforms or Content Management Systems (CMS), preferably using open-source technologies like Drupal, is required.
