Job Purpose
The consultancy aims to support the various stages of developing the updated National Youth Policy (PNJ). This policy will be evidence-based, co-constructed with stakeholders, and will articulate a clear strategic vision for the empowerment of Malagasy youth by 2030. Under the leadership of the Ministry of Youth and Sports (MJS) and in coordination with the Joint PNJ Committee and relevant partners, the individual consultant will provide technical, methodological, and strategic support throughout the entire process. The consultant will be responsible for designing, structuring, guiding, and documenting the different phases of the PNJ update, ensuring methodological rigor, analytical quality, strategic coherence, institutional anchoring, political legitimacy, process inclusivity, and operational feasibility of the proposed strategic orientations.
Responsibilities
The consultant will act as a strategic facilitator and technical expert supporting the institutional leadership provided by the MJS. They will ensure the articulation between different information sources, intervention levels, and stakeholders, translating all contributions into concrete, actionable, and politically appropriate strategic orientations. The consultant will support the integration of PNJ-specific dimensions into the ongoing national youth consultations, complement tools if necessary, and analyze and structure the collected data to inform the strategic directions of the new policy. This involves ensuring methodological rigor and analytical quality at each stage, maintaining strategic coherence between the diagnosis, participatory consultations, political decisions, and the final document. The consultant must also ensure the institutional anchoring and political legitimacy of the process by coordinating effectively with the MJS, the Joint PNJ Committee, and partners. Furthermore, they will guarantee the inclusivity of the process, ensuring the meaningful voice and participation of diverse youth, especially marginalized groups, and confirming the operational feasibility of the chosen strategic orientations with a realistic, budgeted action plan and a robust monitoring and evaluation framework.
Work Experience
Minimum 6-7 years of confirmed professional experience in areas such as adolescent and youth development and engagement, public policy development/update/evaluation, multi-stakeholder program coordination, or related sectors. Proven and documented experience in designing, structuring, and conducting complex strategic processes involving multiple institutional, technical, and civil society stakeholders is required.
