Job Purpose
The consultancy will analyze how parliamentary budget amendments in Brazil contribute to financing policies and services that benefit children and adolescents. As these amendments have become an increasingly important source of public funding, there is a need for stronger evidence on how resources are allocated across sectors, territories, and programs. The assignment will generate evidence on the role, challenges, and opportunities of parliamentary budget amendments in supporting child-focused investments. It will examine how these funds are allocated and executed over time and assess their relationship with selected local socioeconomic outcomes. The objective is to identify the main challenges and opportunities associated with the use of parliamentary budget amendments as a financing instrument for public policies benefiting children and adolescents in Brazil.
Responsibilities
The consultancy will be organized around three complementary components corresponding to the expected deliverables: (i) development of a methodological framework and work plan; (ii) analysis of Parliamentary Budget Amendments and Public Expenditures Benefiting Children and Adolescents; and (iii) Challenges and Opportunities for Strengthening the Financing of Policies Benefiting Children and Adolescents through Parliamentary Budget Amendments. The consultant will be responsible for generating evidence on the role, challenges, and opportunities of parliamentary budget amendments in supporting child-focused investments. This includes examining how these funds are allocated and executed over time and assessing their relationship with selected local socioeconomic outcomes. The consultant will identify the main challenges and opportunities associated with the use of parliamentary budget amendments as a financing instrument for public policies benefiting children and adolescents in Brazil.
Work Experience
Minimum of five years of professional experience in public budget and finance, preferably related to the financing of public policies for children and adolescents.
