Job Purpose
The Planning & Monitoring Specialist, NO-3, based in Kandahar, Afghanistan, will play a crucial role in supporting and facilitating the planning and monitoring functions for the UNICEF country programme. This position is responsible for ensuring well-prioritized and realistic planning and monitoring activities, developed collaboratively with national partners, that provide essential strategic information for managing the Country Programme. The incumbent will contribute to yielding quality information through programme monitoring to assess progress towards expected results, and enhance the capacities of UNICEF staff and national partners in Results-Based Management (RBM) and evidence-based planning. Furthermore, the role involves fostering coordination and networking to contribute to organizational learning on effective P&M management and providing support for emergency and nexus programmes.
Responsibilities
The Planning & Monitoring Specialist will support and facilitate the planning and monitoring functions for the country programme in close collaboration with other Planning & Monitoring Section members and sectoral programme staff. Key responsibilities include ensuring that the Country Office and national partners have well-prioritized and realistic planning & monitoring activities developed collaboratively, providing all relevant and strategic information needed to manage the Country Programme. The role involves ensuring programme monitoring yields quality information, collected and disseminated with partner participation, to assess progress towards expected annual and multi-year results. Additionally, the incumbent will enhance the RBM and evidence-based planning and monitoring capacities of Country Office staff and national partners, including government and civil society, to meet their position requirements. The specialist will also ensure the UNICEF office is linked to wider UNICEF P&M developments, contributing to and benefiting from organizational learning on effective P&M management, and will provide support for emergency and nexus programmes.
Work Experience
At least two years of relevant professional experience in programme planning, monitoring, and evaluation. Experience in emergency contexts is an asset.
