Job Purpose
The Chief Field Office (CFO) is accountable for managing and leading the total programme commitment of a field office within a country programme, under the guidance of the Chief Field Operations. The CFO represents UNICEF in their Area of Responsibility (AoR), leading and overseeing various program sectors and operational service teams. This role ensures the delivery of quality results aligned with UNICEF’s programme of cooperation, the country programme management plan, and the overall vision set by the Representative. The position involves providing technical and operational support, managing warehouse operations, including storage, inventory control, and distribution of supplies, and contributing to the realization of the right to a future for every child in Ethiopia.
Responsibilities
The Chief Field Office (CFO) is responsible for managing and leading the total programme commitment of a field office within a country programme, reporting to the Chief Field Operations. The CFO acts as the UNICEF representative within their Area of Responsibility (AoR), providing leadership and oversight to diverse program sectors and operational service teams. Key duties include ensuring the delivery of high-quality results in line with UNICEF’s cooperation programme, the country programme management plan, and the Representative's strategic vision. This involves managing and leading multidisciplinary teams, overseeing projects with significant budgets, including financial planning, resource allocation, and compliance. The role requires substantial experience in designing, implementing, and managing development and/or humanitarian emergency programmes, adapting to changing contexts. Strong coordination and partnership-building skills are essential for effective collaboration with government counterparts, UN agencies, NGOs, and donors. The CFO must also possess excellent representation, communication, and advocacy skills to effectively represent UNICEF and its mission.
Work Experience
At least 8 years of relevant work experience in Programme Management, Planning, Monitoring and Evaluation, Humanitarian Emergency Programmes, Field Operations, Project Administration, or any other related fields.
