Job Purpose
The purpose of this consultancy is to provide in-country technical, analytical, and coordination support to the international consultant leading the development of high-quality, Gavi-aligned applications for the Gavi 6.0 period in Solomon Islands. Working under the guidance of the international consultant, UNICEF Center of Excellence, and in close collaboration with the Ministry of Health and Medical Services (MHMS) and Alliance partners, the national consultant will ensure that the application process is informed by reliable country data, grounded in operational realities, and appropriately contextualized to the Solomon Islands service delivery environment. The national consultant will play a critical supporting role by facilitating access to data and stakeholders, contributing contextual insights (including on equity and zero-dose populations), and supporting coordination, review, and validation processes. The national consultant will also support documentation of Vaccine Portfolio Optimisation and Prioritisation (VPOP) discussions, cash prioritization processes, stakeholder consultations, and validation decisions to ensure that national priorities, evidence, and partner inputs are accurately reflected throughout the Gavi 6.0 application process.
Responsibilities
Provide in-country technical, analytical, and coordination support to the international consultant for the Gavi 6.0 application development in Solomon Islands. Facilitate access to relevant data and stakeholders for the application process. Contribute contextual insights, including on equity and zero-dose populations, to inform the application. Support coordination, review, and validation processes with the Ministry of Health and Medical Services (MHMS) and Alliance partners. Document Vaccine Portfolio Optimisation and Prioritisation (VPOP) discussions, cash prioritization processes, stakeholder consultations, and validation decisions. Ensure national priorities, evidence, and partner inputs are accurately reflected in the Gavi 6.0 application. Collaborate effectively with internal and external partners to achieve project goals. Organize and facilitate consultations and workshops as needed. Produce high-quality analytical reports related to the Gavi application process. Work effectively both independently and as part of a team under challenging conditions. Ensure the application is aligned with Gavi requirements and reflects the operational realities of Solomon Islands.
Work Experience
5-8 years of relevant experience in immunization, health systems, or public health programming. Experience supporting national health planning, immunization strategy development, Gavi applications, or donor-funded health programs is highly desirable. Demonstrated experience in stakeholder coordination and facilitation. Work experience in Solomon Islands is required.
