Job Purpose
UNICEF, as a co-lead of The Alliance for Child Protection in Humanitarian Action, seeks a consultant to design and facilitate a participatory strategy development process for a new strategy for the period beginning in 2027. This consultancy aims to assess the evolving needs, opportunities, and challenges in the Child Protection in Humanitarian Action (CPHA) sector. The consultant will help define the Alliance's future strategic direction, role, and value proposition in a rapidly changing humanitarian landscape characterized by escalating conflicts, shrinking protection space, and funding reductions. The goal is to ensure the Alliance can effectively support its members and the broader sector.
Responsibilities
The consultant will facilitate a strategic planning process that examines current and emerging needs in the CPHA sector, identifies trends, opportunities, risks, and challenges. This includes assessing the Alliance's achievements, strengths, and limitations, with findings contributing to donor reporting. The process will define the Alliance's future role and strategic positioning within the humanitarian ecosystem, build consensus among stakeholders on future priorities, and engage with leadership to link the new strategy with an implementation plan. Ultimately, the consultant will produce a validated strategic framework to guide the Alliance's work from 2027 for a period of 3 to 5 years, ensuring it can safely navigate the current phase and influence the future of humanitarian action.
Work Experience
At least 10 years of relevant professional experience in strategic planning, significant experience facilitating organizational or network strategy development, and experience in multi-stakeholder consultations and consensus-building processes. Experience with global networks, alliances, or membership-based organizations, and integrating localization, participation, and equity into strategic planning is also required.
