Job Purpose
The purpose of this consultancy is to lead the development of a high-quality, evidence-based, and Gavi 6.0 holistic application for 2026–2030 for Solomon Islands. The international consultant will act as the lead technical advisor, guiding the Full Portfolio Planning (FPP) process in close collaboration with the Ministry of Health and Medical Services (MHMS), UNICEF, WHO, and Gavi Alliance partners. The focus will be on prioritizing investments, addressing equity gaps, particularly for zero-dose children, and ensuring proposed strategies are realistic and implementable within the country context, adhering to Gavi 6.0 requirements. The consultant will leverage in-country support to ensure the application is informed by reliable data and grounded in operational realities, while also facilitating stakeholder engagement and ensuring effective coordination and validation.
Responsibilities
The international consultant will provide overall technical leadership for the Gavi 6.0 Full Portfolio Planning (FPP) process in Solomon Islands, ensuring the delivery of a high-quality, evidence-based, and Gavi-compliant application. This includes leading all analytical, strategic, and writing components, guiding and supervising the national consultant, and ensuring alignment and coordination across all stakeholders. Key responsibilities include conducting an inception meeting with MHMS (EPI), UNICEF, WHO, and partners to define scope, deliverables, timelines, and coordination mechanisms. The consultant will review Gavi 6.0 guidelines, national strategies, completed assessments, and country roadmaps, validating existing analyses against Gavi 6.0 requirements and identifying critical gaps. They will consolidate evidence into a concise analytical summary highlighting bottlenecks and priority issues for zero-dose and underserved populations, focusing on actionable constraints affecting immunization coverage and equity. An analytical framework aligned with Gavi 6.0 FPP requirements, including Vaccine Portfolio Optimisation and Prioritisation (VPOP) and integrated vaccine-cash planning, will be developed and agreed upon. The consultant will also lead the update and costing of the National Immunization Strategy.
Work Experience
A minimum of 7 years of relevant professional experience in public health program management, health systems strengthening, immunization programs, or strategic planning, with at least 3 years of experience in developing country contexts. Experience with Gavi applications and processes is highly desirable.
