Job Purpose
The Planning and Monitoring Specialist, reporting to the Chief of Planning and Monitoring, provides crucial technical and coordination support to enhance the quality, coherence, and effectiveness of planning and monitoring systems within the Country Office. This role is instrumental in enabling adaptive programme management and ensuring accountability for results. The specialist will focus on programme performance planning, quality assurance of work plans and results frameworks, and monitoring programme performance. They will also provide specific support to Field Offices and the Comoros Country Office, including situation monitoring and emergency-oriented support, data analysis for decision-making, and capacity building for sections and partners.
Responsibilities
The Planning & Monitoring Specialist will be responsible for ensuring the quality assurance of programme performance planning, including the development and review of work plans, partnership documents, and results frameworks, with a focus on decentralized and regionalized work plans. They will lead the monitoring of programme performance, track progress against targets, and support management decision-making, providing dedicated assistance to Field Offices. The role includes monitoring the evolving situation and providing emergency-oriented monitoring support, such as rapid assessments and humanitarian performance monitoring. A key function is managing and analyzing data and information to inform evidence-based decision-making. The specialist will also be tasked with building the capacity of sections and partners in planning and monitoring methodologies and providing technical support. Furthermore, they will coordinate planning and monitoring efforts, foster networking, and promote knowledge management and innovation, including support for the Multi-Country Office arrangement between Madagascar and Comoros.
Work Experience
A minimum of five (5) years of relevant professional experience in planning, monitoring and evaluation, programme management, results-based management, performance monitoring, data analysis, knowledge management, capacity building, coordination, or management reporting is required.
