Job Purpose
The consultant will be responsible for developing a comprehensive Air Quality Strategy for UNICEF in Pakistan. This role is critical given that air pollution is a leading environmental health risk, particularly affecting children due to their developing respiratory systems. Pakistan faces significant challenges with both ambient and household air pollution, leading to high morbidity and mortality rates among children, school closures, and increased vulnerability to diseases. The strategy will aim to address these issues by providing evidence-based recommendations for policy and programmatic interventions, considering the specific context of Pakistan, including provincial variations and the interplay between indoor and outdoor pollution sources. The ultimate goal is to contribute to improved child health and well-being by mitigating the adverse impacts of air pollution.
Responsibilities
Develop a comprehensive Air Quality Strategy for UNICEF Pakistan, grounded in current scientific evidence and the specific context of the country. Conduct a thorough analysis of existing air pollution challenges in Pakistan, including sources, impacts on children's health and education, and current policy and programmatic responses at national and provincial levels. Identify key stakeholders and engage them throughout the strategy development process to ensure buy-in and relevance. Formulate evidence-based policy recommendations and programmatic interventions to address both ambient and household air pollution, with a focus on protecting children. Propose strategies for monitoring and evaluating the effectiveness of the Air Quality Strategy. Ensure the strategy aligns with UNICEF's mandate and global environmental health priorities. Prepare a final report detailing the strategy, its rationale, proposed actions, and implementation roadmap. Collaborate with relevant government ministries, local authorities, civil society organizations, and other development partners to foster a multi-sectoral approach to air quality management. Provide technical guidance and support to UNICEF country office and relevant partners on air quality issues affecting children.
Work Experience
At least 8 years of relevant professional experience in air quality, environmental health, or closely related sectors. Demonstrated experience in policy analysis, strategy development, and multi-sectoral programmes.
