Job Purpose
Under the guidance of the supervisor, the Programme Associate provides specialized programme and administrative support to facilitate the development, implementation, and monitoring of UNICEF's programmes. The role involves substantial engagement in data analysis, budget tracking, reporting, and coordination with internal and external stakeholders to ensure effective delivery and compliance with organizational rules. This position is crucial for ensuring the smooth operation and successful execution of UNICEF's programmatic initiatives in the Republic of Moldova, contributing directly to the organization's mission of saving children's lives, defending their rights, and helping them fulfill their potential.
Responsibilities
Key functions include Project Management and Implementing Partnership Coordination, where the associate supports overall project planning, execution, and monitoring, assists in operationalizing implementing partnership management functions by coordinating risk assessments, and ensures Funding Authorization and Certificate of Expenditures (FACE) requests are aligned with workplans and processed timely. The role also involves monitoring prompt liquidation of Direct Cash Transfer (DCTs). In Data Management, Analysis & Reporting, the associate contributes to collecting and analyzing qualitative and quantitative programme data, generates regular reports, dashboards, and presentations on key performance indicators and donor reporting. Grant Management, Budget Monitoring and Reporting involves tracking budget allocations, expenditures, and grant utilization, contributing to grant management, monitoring expiry, and supporting reprogramming or extension processes, and preparing periodic and ad-hoc grant management reports. The associate will also serve as a resource for digital platforms, safeguard sensitive data, and ensure adherence to data privacy guidelines. Communication, Knowledge Sharing and Dissemination includes drafting communication for reports and knowledge products, maintaining document repository systems, contributing to knowledge generation, and supporting onboarding of new colleagues. Capacity Building & Event Coordination involves supporting the organization of activities, workshops, and field missions, and assisting in preparation and dissemination of materials. Finally, Flexibility & Surge Support requires adapting to shifting programme needs and providing support during emergency responses or re-prioritization events.
Work Experience
At least 6 years of relevant work experience in Administration, Accounting and Auditing, Financial Management, Programme support, Financial tracking, Partnership coordination, Data management, or any other related fields.
