Job Purpose
The consultant will support the Ministry of Health (MoH) in Timor-Leste to review and revise the country's Water Safety Plan manual. This will involve a comprehensive desk review, conducting site visits to assess current practices, engaging with WASH stakeholders through consultations, and facilitating national validation workshops. The ultimate goal is to enhance the safety and reliability of drinking water across Timor-Leste, contributing to improved public health outcomes and aligning with Sustainable Development Goal 6. This consultancy is crucial for strengthening the institutional framework for water quality management and ensuring that water systems are resilient to contamination and climate-related events.
Responsibilities
Conduct a thorough desk review of the existing Water Safety Plan manual and relevant national policies and guidelines in Timor-Leste. Undertake site visits to water supply systems to assess current water safety practices, identify risks, and gather data for the manual revision. Organize and facilitate consultations with key WASH stakeholders, including government officials, local authorities, and community representatives, to gather input and ensure alignment. Develop a revised draft of the Water Safety Plan manual incorporating best practices, WHO guidelines, and country-specific context. Organize and lead national validation workshops to present the draft manual, gather feedback, and ensure its acceptance by relevant authorities. Document all findings, recommendations, and revisions made throughout the process. Provide technical support to the Ministry of Health in the finalization and dissemination of the updated manual. Ensure the revised manual addresses challenges related to water quality database management, institutional arrangements, and the management of rural water systems. Contribute to building national capacity in implementing Water Safety Plans.
Work Experience
Minimum of 5 years of experience in WHO Water Safety Plan framework, drinking water quality standards and guidelines, waterborne diseases, water supply system components, risk assessment, and control measures. Experience working with UN or international development agencies and proven experience liaising with government bodies are required.
