Job Purpose
The purpose of this national consultancy is to provide comprehensive support for an in-depth analysis of alternative and flexible learning pathways for out-of-school children (OOSC) within Indonesia. This analysis will involve mapping existing policies related to Non-Formal Education (NFE) quality improvement to support its revitalization for enhanced human resource development. It will also examine international best practices to benchmark Indonesia's NFE policies and curricula, exploring the potential application of an accelerated learning approach. Furthermore, the consultancy will identify opportunities to integrate Gender Equality, Disability, and Social Inclusion (GEDSI) dimensions into NFE policies and curriculum frameworks, drawing from international good practices. Finally, it will explore other flexible and relevant learning pathways for OOSC outside the formal NFE system, including the necessary supportive ecosystem.
Responsibilities
The National Consultant will be instrumental in conducting a thorough desk review and analysis of Non-Formal Education (NFE) policies and curricula in Indonesia, identifying key opportunities for enhancing the quality of the education system. A significant part of the role involves analyzing other potential alternative learning pathways for out-of-school children (OOSC) in Indonesia, beyond the NFE system, to pinpoint opportunities for their establishment and the development of the required supportive ecosystem. The consultant is expected to actively and lead consultations with relevant government and non-government stakeholders at both national and sub-national levels. This engagement is crucial to ensure the comprehensive collection of all necessary data, information, and inputs for the study. The consultant will also be responsible for developing high-quality reports and documentation based on the findings of the analysis and consultations, ensuring clarity and accuracy in presenting the study's outcomes and recommendations.
Work Experience
Requires at least 5 years of progressively responsible experience in the education sector in Indonesia, with a focus on non-formal education (equivalency programs) or alternative learning pathways for out-of-school children. Experience in research, data collection, analysis, report development, and stakeholder consultation within the Indonesian education sector is essential.
