Job Purpose
UNICEF Cambodia is seeking a National Consultant to support the monitoring, evaluation, and coordination of the education sector. The role involves managing the Capacity Development Partnership Fund (CDPF) as its fund manager, coordinating the Global Partnership for Education (GPE) in Cambodia, and chairing the Education Sector Working Group (ESWG). The consultant will work closely with the Ministry of Education, Youth and Sport (MoEYS) to advance education sector reforms, facilitate coordination meetings, support joint field missions, and ensure the effective implementation of GPE processes and education data system reforms. This position is crucial for strengthening sector coordination and ensuring robust monitoring and evaluation of education initiatives in Cambodia.
Responsibilities
The National Consultant will be responsible for coordinating bimonthly ESWG meetings and ensuring timely follow-up on agreed actions. This includes working closely with MoEYS in preparing and following up on Joint Technical Working Group (JTWG) meetings. The consultant will also support MoEYS in organizing joint field missions, donor missions, and sector retreats, including the JTWG Retreat. Key GPE processes, such as the GPE 2030 application, will require coordination support. Additionally, the consultant will coordinate the completion of Aid Management Information System (AMIS) requirements with the Department of Planning, MoEYS, and provide support for finalizing the Education Data Systems Reform Action Plan (EDSRAP) 2025-2030. In terms of Monitoring and Evaluation (M&E) and Reporting, the consultant will collect, compile, and validate M&E data for CDPF-supported interventions, produce quarterly updates on CDPF M&E frameworks, and prepare CDPF annual reports. The role also involves preparing GPE progress reports, ensuring data integration and alignment with grant M&E frameworks, and providing support for the CDPF 2027 annual workplan development. The consultant is expected to undertake in-country travel up to 20 days for mission support and data collection.
Work Experience
At least five years of professional M&E experience or related work, preferably in a multicultural setting, including indicator and framework development, follow-up, and reporting. Experience in capacity building or supporting M&E implementation teams is also required. Experience in organizing multi-stakeholder meetings and preparing related documentation is essential.
