Job Purpose
The purpose of this consultancy is to support the Global Partnership for Education (GPE) Mid-Term Review (MTR) in Ghana, aligning with the Ministry of Education's (MoE) Education Sector Performance Review. The consultant will assess progress against the Partnership Compact using credible evidence and agreed indicators, and review the validity of the Compact's theory of change, enabling factors, assumptions, risks, and implementation conditions. This role involves facilitating inclusive dialogue among government, development partners, civil society, and other sector stakeholders to build consensus on key findings and priorities. The ultimate goal is to generate clear, prioritized, and actionable recommendations that will inform adaptive management, decision-making, and follow-up actions with GPE, contributing to the improvement of Ghana's education sector.
Responsibilities
The consultant will work under the supervision of the UNICEF Education Specialist and the overall oversight of the UNICEF Chief of Education. Key responsibilities include assessing progress against the GPE Partnership Compact using credible evidence, agreed indicators, and relevant sector performance data. The consultant will review the validity of the Compact's theory of change, enabling factors, assumptions, risks, and implementation conditions. A crucial part of the role involves facilitating inclusive and structured dialogue among government, development partners, civil society, and other sector stakeholders to build consensus on key findings and priorities. The consultant is expected to generate clear, prioritized, and actionable recommendations to inform adaptive management, decision-making, and follow-up with GPE. This will involve synthesizing quantitative and qualitative education data, analyzing findings, and translating them into concise, decision-oriented reports, memos, and presentations. Strong facilitation, consultation, and stakeholder coordination skills are essential for effective engagement with various entities, including government ministries and development partners. The consultant will also be responsible for producing high-quality analytical reports under tight timelines, demonstrating excellent strategic writing skills.
Work Experience
Minimum of 8 years of progressively responsible experience in education sector planning, policy analysis, sector performance review, programme evaluation, or system-level education reform. Demonstrated experience leading or supporting mid-term reviews, joint sector reviews, education sector plan reviews, GPE Compact processes, or comparable sector-wide review mechanisms is required. Strong technical expertise in evidence synthesis, theory of change analysis, results monitoring, bottleneck analysis, risk assessment, and formulation of practical recommendations for adaptive management is essential.
