Job Purpose
Under the supervision of the Chief of Operations, the Administrative and Finance Officer is responsible for providing support to supervisors and office colleagues by administering and executing diverse financial and administrative transactions and procedures of a professional and technical nature. This role requires applying theoretical skills and in-depth knowledge of organizational objectives, rules, regulations, policies, and procedures to accomplish required tasks. When supervising support staff, the officer plans and directs ongoing work, reviewing outputs for accuracy and compliance in accounting, liabilities, and revenue. The position ensures fund disbursements and payment accounts comply with International Public Sector Accounting Standards (IPSAS), UNICEF Financial Regulations and Rules, and organizational policies, procedures, guidelines, accountability standards, and ethical principles.
Responsibilities
The Administrative and Finance Officer is accountable for ensuring that the office's administrative operations and services comply with the organization's administrative policies, procedures, rules, and regulations. Key responsibilities include:
- Policies, Procedures, and Strategies: Ensuring adherence to and implementation of organizational policies, procedures, and strategies.
- Financial Planning and Management Support: Providing support for financial planning and management activities.
- Account Control: Overseeing and controlling financial accounts, ensuring accuracy and compliance.
- Administrative Support and Services: Delivering essential administrative support and services to the office and its staff.
- Treasury and Cash Management: Managing treasury functions and ensuring efficient cash liquidity.
- Knowledge Management and Capacity Building: Contributing to knowledge management initiatives and supporting capacity building efforts within the team and office.
- Financial Oversight: Controlling disbursements and payment accounts in line with IPSAS, UNICEF Financial Regulations and Rules, and organizational policies. This includes ensuring compliance with all relevant guidelines, accountability standards, and ethical principles.
Work Experience
A minimum of 2 years of professional experience in financial management or audit is required. Experience with database software, web-based management systems, and ERP systems (preferably SAP financial modules) is an asset. Experience with IPSAS and/or IFRS is considered an asset.
