Job Purpose
The purpose of this consultancy is to provide essential technical support to the Government of Khyber Pakhtunkhwa in strengthening and operationalizing a coordinated, standardized, and resilient child protection system. Building upon existing legislative frameworks and UNICEF's investments in the Child Protection Case Management and Referral System (CPCRMS), this assignment will focus on consolidating tools, Standard Operating Procedures (SOPs), and capacity-building initiatives under the Child Protection Commission. The role aims to enhance inter-agency coordination and improve case management and referral mechanisms across districts, particularly in contexts of heightened vulnerability due to disasters, displacement, and insecurity. Additionally, the consultancy will support the development and operationalization of cross-border Family Tracing and Reunification (FTR) SOPs in alignment with Child Protection in Emergencies (CPiE) standards, ensuring a more coherent and sustainable child protection response.
Responsibilities
Provide hands-on technical support to enhance a coherent, coordinated, and sustainable child protection response in Khyber Pakhtunkhwa. Consolidate UNICEF-supported tools and systems for child protection case management and referral, strengthening institutional ownership under the Child Protection Commission. Ensure that case management and referral mechanisms are fully functional, standardized, and resilient across priority districts. Strengthen inter-agency coordination mechanisms to improve the effectiveness of child protection service delivery. Enhance the operational capacity of District Child Protection Units (DCPUs) and allied service providers through targeted training and capacity-building initiatives. Improve the application of Standard Operating Procedures (SOPs) for child protection case management and referral pathways. Strengthen data management and quality assurance systems to support effective monitoring, decision-making, and reporting. Support the development and operationalization of cross-border Family Tracing and Reunification (FTR) SOPs in line with CPiE standards. Conduct gap analyses and provide recommendations for further system strengthening. Prepare regular progress reports and a final consultancy report detailing achievements, challenges, and recommendations.
Work Experience
Minimum of 7 years of experience in child protection case management systems assessment, gap analysis, development of tools/SOPs/QA frameworks, capacity building, data management strengthening, and cross-border Family Tracing and Reunification (FTR), demonstrated through similar assignments.

Strong understanding of child protection case management principles, Experience in developing SOPs, tools, and referral pathways, Capacity building skills, Coordination skills, Report writing skills, Data management skills, Familiarity with CPIMS+/CPCRMS, Knowledge of Pakistan’s child protection system, Experience in cross-border case management/FTR
