Job Purpose
The purpose of this assignment is to strengthen child protection data and information management systems in Cambodia. This involves enhancing the functionality, integration, and utilization of the PRIMERO and CPIMS platforms to support evidence-based planning, budgeting, capacity building, and service delivery at both national and subnational levels. The assignment will focus on target provinces with a high concentration of children in migration contexts (Banteay Meanchey, Oddar Meanchey, Battambang) and UNICEF focus provinces (Preah Vihear, Rattanakiri, Siem Reap). The goal is to improve the government's capacity to collect, generate, analyze, and use child protection data, enhance the quality and consistency of case management, and ensure child protection priorities are effectively addressed.
Responsibilities
The consultant will be responsible for strengthening the functionality and integration of the PRIMERO/CPIMS+ platform to support child protection case management and data management. This includes identifying and addressing technical challenges, and ensuring seamless data flow between national and subnational levels. The consultant will also focus on improving the utilization of child protection data for evidence-based planning and budgeting at subnational levels, aligning with decentralization reforms and relevant sub-decrees. This involves developing and delivering capacity-building initiatives for subnational administrations on data analysis, interpretation, and application in planning and budgeting processes. The consultant will support the development and refinement of Standard Operating Procedures (SOPs) and guidebooks related to child protection case management and data use, ensuring alignment with national policies and international best practices. Furthermore, the consultant will contribute to the expansion of PRIMERO to cover additional areas such as justice for children and children in migration contexts, as well as emerging risks like climate-related vulnerabilities. Collaboration with the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) and the Ministry of Interior will be crucial for operationalizing reforms and ensuring the sustainability of strengthened systems and capacities.
Work Experience
At least five years of professional experience in information management systems, data analysis, and capacity building, preferably within the child protection sector or social welfare systems. Experience with case management systems like PRIMERO/CPIMS+ is highly desirable. Experience working in Cambodia or similar developing country contexts is an asset.
