Job Purpose
UNICEF is supporting the Government of the Federated States of Micronesia (FSM) in implementing a project to improve access to assistive technology and related rehabilitation services for school-aged children, focusing on vision, hearing, and mobility. The project aims to screen approximately 15,000 children and provide assistive products and services to 1,500. In FSM, access to hearing and ear care (HEC) services is limited due to a lack of documented burden, insufficient screening and diagnostic capacity, data systems, trained personnel, and essential equipment. Service delivery relies heavily on external missions and off-island referrals, exacerbated by geographic dispersion and high travel costs. To address this, UNICEF, in collaboration with national and state-level stakeholders, has defined a service delivery model and referral pathway tailored to FSM’s context, emphasizing decentralized service delivery and capacity building. This consultancy is crucial for the immediate rollout of HEC services by providing intensive capacity building, hands-on mentoring, and coaching to health personnel.
Responsibilities
Provide intensive capacity building, hands-on mentoring, and coaching to health personnel in FSM to enable immediate service delivery for hearing and ear care (HEC). Support the safe and effective rollout of screening, diagnosis, and assistive product provision for hearing and ear conditions among school-aged children. Collaborate with national and state-level stakeholders, including the Department of Health and Social Affairs and the Department of Education, to implement the defined service delivery model and referral pathway. Assist in strengthening national systems by contributing to the establishment of functional multi-sectoral referral pathways and building workforce capacity in HEC. Work with regional technical partners, such as the University of Auckland, Macquarie University, the WHO North Pacific Office, and PENTAG, to support longer-term workforce development, system strengthening, and sustainability of HEC services in FSM. Contribute to the development and improvement of data systems for hearing impairment and ear disease. Ensure that services are tailored to FSM’s context, emphasizing decentralized service delivery and integrating capacity building at each level of care. Support the identification and provision of appropriate assistive products for children with hearing impairments. Monitor and evaluate the effectiveness of the capacity building initiatives and service delivery models.
Work Experience
At least 3 years of relevant work experience with a Bachelors degree, demonstrating clinical experience in hearing and ear care service delivery. Alternatively, 2 years of experience with a Masters degree in otolaryngology (ENT), demonstrating clinical experience in hearing and ear care service delivery.
