Job Purpose
This consultancy aims to strengthen the emergency preparedness and response capacities of Social Assistance at the municipal and state levels across Brazil. The consultant will develop technical guidelines for the elaboration of contingency plans tailored to the specific territorial risk profiles of different states and municipalities. This initiative is crucial given the increasing frequency and severity of climate-related events in Brazil, which disproportionately affect vulnerable children and adolescents. The goal is to enhance the ability of Brazil's social protection system, particularly the Unified Social Assistance System (SUAS), to anticipate, prepare for, and respond to climate-related and other emergencies in a structured and timely manner, ensuring effective support for families during socio-environmental shocks.
Responsibilities
The consultant will undertake an Initial Assessment to map existing Social Assistance contingency plans and practices in selected states and municipalities, in liaison with SNAS. Findings will be consolidated into a diagnostic report with preliminary recommendations and a draft outline of the technical guidelines. Subsequently, the consultant will develop the first version of the technical guidelines for elaborating contingency plans focused on Social Assistance, incorporating insights from the Initial Assessment for review by SNAS and other relevant stakeholders. The final phase involves finalizing these technical guidelines, integrating consolidated feedback from SNAS and other stakeholders, to produce a final document ready for official validation and dissemination by SNAS. This process ensures the guidelines are practical, replicable, and responsive to the diverse needs and risks across Brazil.
Work Experience
Minimum of three years of professional experience with the Unified Social Assistance System (SUAS) at the municipal or state level.
