Job Purpose
The Chief Education (P-4) is responsible for the strategic planning, formulation, and delivery of all stages of education programmes and projects in Venezuela. This role focuses on strengthening national education systems to improve learning outcomes, ensuring universal access to quality, equitable, and inclusive primary/early childhood education, and re-engaging in secondary education, particularly for marginalized and excluded children. The incumbent will lead a team to develop and manage the country's education programme, ensuring alignment with UNICEF's Core Commitments for Children (CCCs) and addressing the specific challenges faced by children in Venezuela, including those affected by natural disasters.
Responsibilities
The Chief Education will provide managerial leadership by establishing the education section's annual plan, priorities, and targets, monitoring progress, and supervising team members. They will foster intersectoral collaboration with Health, Nutrition, WASH, and Protection, integrating gender, Social and Behaviour Change (SBC), and Accountability to Affected Populations (AAP) principles. Programme development and planning involve providing technical support for education data, guiding strategic policy, and staying informed on development priorities to advocate for education initiatives. Programme management includes monitoring and evaluation, assessing reports to resolve bottlenecks, and controlling resource use, including preparing donor reports. Advisory services and technical support will be provided to government, NGO, and UN partners on education strategies and policy planning, coordinating with RO/HQ for technical expertise. Advocacy, networking, and partnership building involve strengthening strategic partnerships with various stakeholders, preparing communication strategies, driving fundraising efforts, and representing UNICEF in inter-agency education discussions. Finally, the role includes innovation, knowledge management, and capacity building through research and implementation of cutting-edge practices in education.
Work Experience
A minimum of eight years of professional experience in programme planning, management, and implementation in education, with at least four years at the international level. Experience in developing countries is an asset.
