Job Purpose
The Chief Education and ADAP leads UNICEF’s strategic engagement in Kyrgyzstan to build equitable, resilient, and responsive education systems, promoting adolescent development and participation. This role involves managing and supervising all stages of education and ADAP programmes/projects, from strategic planning and formulation to delivery of results. The incumbent will lead a team to develop and manage the education programme, ensuring effective delivery and impact for all children and young people, particularly the most disadvantaged. The goal is to ensure that by 2027, all children and adolescents have equitable access to inclusive quality education, improve learning outcomes, develop life skills, and participate in decision-making, contributing to the UNSDCF.
Responsibilities
The Chief Education and ADAP is responsible for managing and supervising all stages of education and ADAP programmes/projects, including strategic planning, formulation, and delivery of results. This involves strengthening national education systems to improve learning outcomes, ensuring universal access to quality, equitable, and inclusive primary/early childhood education, and renewed involvement in secondary education, especially for marginalized and excluded children. The incumbent leads a team of professional and support staff in developing and managing the country's education programme. Key responsibilities include establishing action plans, overseeing work progress to achieve concrete and sustainable programme/project results using results-based management (RBM) approaches, and adhering to UNICEF’s Strategic Plans and standards. This encompasses managerial leadership, programme development and planning, programme management, monitoring and quality control of results, providing advisory services and technical support, advocacy, networking and partnership building, and fostering innovation, knowledge management, and capacity building.
Work Experience
At least 8 years of relevant professional experience in programme planning, management, and/or research in education at the international level is required.
