Job Purpose
The consultant will lead the cost update process, collaborating with the Ministry of Health (Community and Child Health Service), the UNICEF Country Office, members of the PCIMEc (GTT) working group, and other stakeholders as needed. This role is crucial for revising and updating the community health investment framework. The consultant is expected to ensure that the cost estimations are accurate, relevant, and aligned with national health priorities and strategies. This involves in-depth analysis of existing data, consultation with key personnel, and the development of a comprehensive and actionable investment plan. The ultimate goal is to provide a solid financial basis for strengthening community-based health services in Madagascar, thereby contributing to improved child and maternal health outcomes.
Responsibilities
Lead the revision and update of the community health investment framework, including cost estimations. Consult with the Ministry of Health (Community and Child Health Service), UNICEF Country Office, and the PCIMEc (GTT) working group to gather necessary information and ensure alignment. Engage with other relevant stakeholders to incorporate diverse perspectives and needs. Analyze existing data on health program costs, resource allocation, and service delivery. Develop updated cost models and investment scenarios for community health interventions. Prepare clear and concise reports and presentations on findings and recommendations. Facilitate workshops and meetings to discuss and validate the updated framework. Ensure that the final investment framework is practical, sustainable, and responsive to the specific context of Madagascar. Provide technical guidance on strategic planning and implementation of national community health programs. Support the integration of lessons learned from low-income country contexts and best practices in community health programming.
Work Experience
A minimum of eight years of progressively responsible national-level experience in health sector program analysis, management, and leadership. Proven experience working with or liaising with the Ministry of Health and other key stakeholders in community health. Experience in strategic planning and implementation of community health programs at the national level.
