Job Purpose
The Health Officer will provide crucial support across all phases of the health programme cycle, from initial planning and development through to implementation, monitoring, evaluation, and reporting. This role involves conducting health situation analyses, researching development trends, and contributing to the establishment of programme goals and strategies. The officer will offer technical and operational assistance, manage programme transactions, prepare documentation, and ensure compliance with organizational processes. This position is key to enhancing programme management, efficiency, and the delivery of impactful results in the health sector, ensuring UNICEF's commitment to children's rights is met.
Responsibilities
The Health Officer will support programme development and planning by conducting health situation analyses and researching relevant trends to inform higher management. They will contribute to setting programme goals, objectives, and strategies through needs assessments and recommendations. The role involves providing technical and operational support throughout the programming cycle, managing transactions, preparing documentation, and ensuring compliance with RBM principles. The officer will monitor programme resources, verify compliance with regulations and donor commitments, and prepare regular reports for stakeholders. Field visits and surveys will be conducted to assess progress and provide technical support. Collaboration with government counterparts, NGOs, and UN partners is essential for effective programme implementation and capacity building. The officer will also engage in networking and partnership building, draft advocacy materials, and participate in inter-agency forums to align UNICEF's health strategies with broader development frameworks.
Work Experience
At least two years of professional experience in public health programme planning, management, and implementation, preferably in a developing country context. Experience with UNICEF or other UN agencies is an asset.
