Job Purpose
Under the guidance of a supervisor, this role is responsible for establishing and implementing country office emergency preparedness and response strategies. The incumbent will lead the development, planning, implementation, monitoring, and evaluation of emergency interventions. The primary goal is to ensure the survival and well-being of children, mothers, and affected communities during emergency situations. This involves proactive planning and effective response mechanisms to mitigate the impact of crises and protect vulnerable populations, aligning with UNICEF's mandate to uphold children's rights in all circumstances.
Responsibilities
Develop, implement, and monitor country office emergency preparedness and response plans. Coordinate with national and local authorities, UN agencies, NGOs, and other partners to ensure effective humanitarian response. Lead the planning and execution of emergency interventions, including needs assessments, program design, and resource mobilization. Oversee the monitoring and evaluation of emergency programmes to ensure accountability and impact. Provide technical guidance and support to staff and partners on emergency management and humanitarian principles. Ensure that emergency responses are child-centered and adhere to UNICEF's mandate and international humanitarian standards. Conduct risk assessments and develop contingency plans to mitigate potential threats. Manage emergency budgets and ensure efficient utilization of resources. Advocate for the rights and needs of children in emergency settings. Contribute to inter-agency coordination mechanisms and cluster meetings. Prepare situation reports and updates for UNICEF management and stakeholders. Build capacity of national and local partners in emergency preparedness and response. Ensure compliance with UNICEF's policies and procedures in all emergency operations.
Work Experience
At least 5 years of relevant work experience in emergency management, humanitarian response, humanitarian coordination, disaster risk reduction, contingency planning, program management, monitoring and evaluation, logistics management, cluster coordination, or capacity building.
