Job Purpose
The purpose of this consultancy is to develop a national strategy for strengthening the social work force in Burundi. This is crucial for achieving Sustainable Development Goals (SDGs) related to child protection, specifically targets for reducing multidimensional poverty and protecting children from violence by 2029. The strategy will address the obligation of countries under the Convention on the Rights of the Child (CRC) to ensure children are protected and cared for by qualified personnel. The social work force is identified as central to supporting children and families, acting as the first line of intervention. Investing in these professionals is essential for the functionality and sustainability of the child protection system, impacting law implementation, case management systems, and community service delivery.
Responsibilities
The consultant will be responsible for developing a comprehensive national strategy to strengthen the social work force in Burundi. This involves addressing identified structural challenges, including the absence of a normative framework, inadequate training and certification, lack of professional standards and codes of conduct, insufficient resource allocation, poorly defined roles and responsibilities, inefficient human resource policies, insufficient social worker-to-child ratios, and limited opportunities for career advancement. The strategy should propose priority and coherent interventions aimed at formalizing the profession and sustainably strengthening social work in Burundi. This includes analyzing the current situation, identifying key stakeholders, proposing concrete actions, and outlining a roadmap for implementation. The consultant will also ensure the strategy aligns with the CRC and UNICEF's strategic plan for 2026-2029, focusing on child protection outcomes. The final output will be a strategic document that guides national efforts to professionalize and enhance the social work sector, ultimately improving child protection services.
Work Experience
Experience in developing national strategies, particularly in the social protection or child protection sectors. Experience working in Burundi or similar contexts is an asset.
