Job Purpose

The purpose of this consultancy is to support UNICEF Ecuador's Health and Nutrition Programme and the National Directorate of Immunizations of the Ministry of Public Health in the continuity of the process of construction, validation, and strengthening of the National Immunization Strategy. The consultancy will contribute to the analysis of the current situation of the National Immunization Programme, the consolidation of technical and programmatic inputs, articulation with national and subnational actors, and the formulation of strategic, operational, financial, and monitoring guidelines to guide the program's management in the medium term, with a focus on equity, life course, sustainability, and strengthening of the national health system.

Responsibilities

The consultant will provide technical assistance to UNICEF and the Ministry of Public Health for the formulation, validation, and strengthening of the National Immunization Strategy. Key activities include: reviewing technical and normative documents, plans, and national/international recommendations related to immunization; conducting a situational analysis of the National Immunization Programme (including coverage, equity gaps, cold chain, logistics, biological and input availability and management, information systems, safe vaccination, surveillance, and financing); identifying strategic priorities, critical bottlenecks, programmatic risks, and improvement opportunities; developing technical inputs for defining the vision, objectives, expected results, strategic lines, priority interventions, indicators, and medium-term goals; supporting technical consultation and validation processes with national and subnational actors; systematizing contributions, agreements, technical observations, and recommendations from meetings, workshops, and working groups; and preparing the final consolidated version of the National Immunization Strategy and its recommendations for progressive implementation.

Work Experience

At least 5 years of proven experience in public health, epidemiology, immunization, health planning, vaccination program management, or health public policy formulation.

Skills

Experience in developing strategic documents, national plans, technical manuals, programmatic guidelines, or planning and monitoring tools., Excellent skills in drafting strategic, normative, and technical public health documents., Knowledge of immunization, programmatic planning, coverage monitoring, cold chain, logistics, surveillance of vaccine-preventable diseases, and safe vaccination., Ability to analyze quantitative and qualitative information, systematize evidence, and formulate operational and strategic recommendations., Excellent facilitation, communication, inter-institutional coordination, teamwork, and participatory process management skills.
