Job Purpose
The Baseline Assessment Consultant will establish initial values for the Skills4Girls key performance indicators (KPIs), focusing on girls’ agency, digital skills acquisition, gender attitudes at individual, school, and community levels, and school participation and retention. This role will support the UNICEF Ethiopia Country Office in setting realistic targets, developing evidence-based work plans, and enabling performance monitoring. The assessment will inform the program's implementation plan by facilitating progress measurement, gap identification, and opportunities for learning and impact over time. It will specifically measure changes in girls' agency-related qualities, digital literacy, school retention, social and gender norms, beliefs, and attitudes acting as barriers or enablers to girls’ learning within a socio-ecological framework, serving as a benchmark for contextualized planning, implementation, management, and decision-making.
Responsibilities
Establish initial values for the Skills4Girls key performance indicators (KPIs), including girls’ agency, acquisition of digital skills, gender attitudes at individual, school and community levels, school participation and retention. Support the UNICEF Ethiopia Country Office in setting realistic targets, developing evidence-based work plans, and enabling performance monitoring at regional, woreda and school levels, with clear links between outputs, intermediate outcomes and higher-level results. Inform the program's implementation plan by facilitating progress measurement, gap identification, and opportunities for learning and impact over time. Specifically measure changes in girls' agency-related qualities, digital literacy, school retention, social and gender norms, beliefs and attitudes acting as barriers to and enablers of girls’ learning within a socio-ecological framework. Serve as a benchmark for contextualized planning, implementation, management, and decision-making. Conduct mixed-methods research and data analysis to gather comprehensive data. Prepare detailed reports on findings and recommendations. Collaborate with UNICEF Ethiopia Country Office staff and relevant stakeholders throughout the assessment process.
Work Experience
At least 10 years of relevant professional experience conducting research, assessments, or evaluations related to education, gender equality, adolescent programming, child protection, or related areas. Experience working with UN agencies or international organizations is an asset. Proven experience in development of result frameworks for gender and adolescent girls’ programs.
