Job Purpose
The purpose of this consultancy is to provide crucial support to the Ministry of Labour and Social Affairs (MoLSA) in developing a comprehensive communication and public relations plan. This plan is integral to the Technical Support Instrument (TSI) project, specifically focusing on the implementation of new Child Protection and Family Support legislation. The consultant will be instrumental in designing a strategic communication framework. This framework will ensure that the objectives, benefits, and implications of the reform are communicated clearly, consistently, and accessibly to all relevant stakeholders and the public, fostering understanding and support for the legislative changes.
Responsibilities
The consultant will be responsible for developing a comprehensive communication and public relations plan for the Child Protection and Family Support legislation reform. This includes conducting a communication needs assessment, identifying key target audiences, and developing tailored messaging strategies for each. The consultant will design a strategic communication framework that ensures clear, consistent, and accessible communication regarding the reform's objectives, benefits, and implications. Responsibilities also include developing various communication materials such as press releases, social media content, public service announcements, and informational brochures. Stakeholder engagement is a key component, requiring the consultant to facilitate dialogue and gather feedback from government counterparts, civil society organizations, and the public. The consultant will also be responsible for planning and executing public awareness campaigns and events to promote the new legislation. Monitoring and evaluating the effectiveness of communication activities and adjusting strategies as needed will be crucial. Finally, the consultant will provide guidance and capacity building to MoLSA staff on communication best practices related to policy reform.
Work Experience
A minimum of 5 years of professional experience in communication, public relations, or strategic communication is required, with a preference for experience in the public sector or social policy. Demonstrated experience in developing communication strategies and engaging stakeholders in policy reform processes is essential.
