Job Purpose

The purpose of this consultancy is to provide expert technical assistance to the Directorate of Primary Education (DPE) in Bangladesh, focusing on strengthening education data systems for informed decision-making. This involves enhancing data analysis, reporting, and evidence generation capabilities within the education sector. The role will contribute to improving the accessibility and utilization of accurate, reliable, and timely data across the education system, from primary to secondary and vocational levels. Key activities include supporting the development of data policies and guidelines, analyzing integrated education management information system (IPEMIS) data, producing annual school statistics (APSS) and sector performance reports (ASPR), and building the institutional capacity of DPE divisions. The ultimate goal is to foster a data-driven approach to education planning, monitoring, and evaluation, ensuring that evidence effectively guides policy and practice.

Responsibilities

Provide technical assistance to DPE in drafting a situation analysis/study on education data, and support the development of a data policy and data management guidelines. Analyze IPEMIS data for all relevant indicators, ensuring disaggregation by sex, gender, region, district, and upazila. Produce high-quality Annual Primary School Statistics (APSS) for 2026 and 2027, and Annual Sector Performance Reports (ASPR) for 2025 and 2026. Strengthen the institutional capacity of relevant DPE divisions through systematic capacity building, on-the-job mentoring, and gradual knowledge transfer. Equip DPE staff with technical skills in data collection, analysis, reporting, and evidence generation to enable independent performance of education monitoring and reporting functions. Support the preparation of policy briefs based on data analysis. Contribute to strengthening education data systems beyond primary education, including secondary, madrasha, and technical and vocational education. Assist in sector-wide data situation analysis and the preparation of education data management guidelines for harmonized and evidence-based education data governance.

Work Experience

Minimum of 5 years of progressively responsible professional experience in education data analysis, research, monitoring and evaluation, statistical analysis, reporting, and evidence generation. Demonstrated experience in designing and implementing large-scale studies, surveys, assessments, or sector reviews, including data collection, management, validation, analysis, and interpretation. Proven experience in analyzing education or social sector data from multiple sources and producing high-quality reports.
